Other factors we considered were that this card was explicitly designed for 60-card play and likely wouldn't be that fun as a commander anyway, and that there were other characters working for the Foot Clan in a similar role

The best card for the job in the archetype is Lumina, Lightsworn Summoner, who can let you discard a card once per turn to revive a Level 4 or lower Lightsworn in your graveyard, on top of sending the top 3 cards of your Deck to the graveyard at the end of the turn
