Riders of Rohan lands on this list because it's a fairly straightforward Jeskai deck that focuses on getting creatures on the battlefield, increasing their power and toughness, and swinging at your opponents for big damage

Since our average mana value is so high - the only cards in our deck that cost less than five mana are four Llanowar Elves, one Mutable Explorer and two Summon: Fenrir - we're almost guaranteed to hit something massive with Improvisation Capstone, and while that massive thing doesn't get haste like it would with Random Encounter, that's fine, because paradigm means we'll get to cast Improvisation Capstone again on our next turn for free, which means that over the course of a few turns we should be able to overwhelm our opponent with a board full of huge threats on the cheap
I expect her to be one of the more popular commanders from the set, especially since this "cast from exile" type strategy doesn't really have a ton of traction in Simic+
